《“一帶一路”數字經濟國際合作倡議》

　　2017年12月3日，在第四屆世界互聯網大會上，中國、老撾、沙特、塞爾維亞、泰國、土耳其、阿聯酋等國家相關部門共同發起《“一帶一路”數字經濟國際合作倡議》，標志著“一帶一路”數字經濟合作開啟了新篇章。
　　為拓展數字經濟領域的合作，作為支持“一帶一路”倡議的相關國家，提出將會本著互聯互通、創新發展、開放合作、和諧包容、互利共贏的原則，探討共同利用數字機遇、應對挑戰，通過加強政策溝通、設施聯通、貿易暢通、資金融通和民心相通，致力于實現互聯互通的“數字絲綢之路”，打造互利共贏的“利益共同體”和共同發展繁榮的“命運共同體”。《倡議》中提出，推進國際標準化合作；增強在線交易的可用性、完整性、保密性和可靠性；鼓勵沿線各國加強交流、增進相互了解，加強政策制定、監管領域的合作，減少、消除或防止不必要的監管要求的差異，以釋放數字經濟的活力；支持維護互聯網全球屬性的信息通信技術政策，允許互聯網使用者依法自主選擇獲得在線信息、知識和服務；促進政府、企業、科研機構、行業組織等各方溝通交流、分享觀點，推動數字經濟合作。

As relevant countries supporting the "Belt and Road" initiative, we should explore the common use of digital opportunities and meet challenges on the basis of the principles of connectivity, innovation and development, open cooperation, harmony and tolerance, and mutual benefit and win-win situation. Through enhanced policy communication, facility connectivity, smooth trade, Financial communication and popular support are committed to the realization of the "digital Silk Road", to create mutually beneficial "community of interests" and common development and prosperity of the "community of destiny."It is proposed in the "Initiative" to promote international standardization cooperation; Enhance the availability, integrity, confidentiality and reliability of online transactions; Encourage countries along the route to strengthen exchanges, enhance mutual understanding, strengthen policy formulation, cooperate in the regulatory field, reduce, eliminate or prevent unnecessary differences in regulatory requirements, in order to unleash the vitality of the digital economy; To support ICT policies that maintain the global identity of the Internet, allowing Internet users to choose their own online information, knowledge and services in accordance with the law; Promote communication and exchange among governments, enterprises, scientific research institutions, industry organizations, and promote digital economic cooperation.
